[core] Fwd: [dev] OCF version 0.3 draft core specification CRs for IoTivity review

OCF, a SDO that makes good use of CoRE specification is in the process of updating some of its specifications.
The below is a reminder that the open-source project iotivity is not just an interesting project making use of CoRE specifications, but also a window into OCF specification work (which is otherwise often quite opaque to us).
